Representative Navarro, prime sponsor, presented House Bill 15-1136. Under current law, a military veteran who meets the statutory requirements for physical impairment may be issued one set of persons with disabilities (PWD) disabled veteran license plates that allow the driver to utilize PWD reserved parking. This bill allows for the issuance of two sets of PWD disabled veteran license plates per qualified disabled military veteran.

Representative Roupe, prime sponsor, presented House Bill 15-1026. Under current law, a military veteran who meets the statutory requirements for physical impairment may be issued either a "handicap disabled veteran" special license plate or a "disabled veteran" special license plate. The "handicap disabled veteran" special license plate allows the plate holder to utilize PWD reserved parking, while the "disabled veteran" special license plate comes without parking privileges. Disabled veterans without "handicap disabled veteran" special license plates may still utilize PWD reserved parking, if eligible, by displaying a rearview mirror placard issued by the Department of Revenue (DOR).

This bill allows the Division of Motor Vehicles (DMV) within the DOR to create and issue a PWD version for each of the 36 other military special license plates. The DMV will also create a PWD version of each of the 36 military motorcycle special license plates. In total, 72 new PWD military veterans license plates will be created. This bill applies to license plates issued on or after January 1, 2016.

Mr. Hinds discussed concerns he originally had with the bill that have since been addressed by Representative Roupe. He described efforts by the advisory council to educate the public about disabled parking.

Representative Roupe, prime sponsor, presented House Bill 15-1113. The bill creates a requirement that if the foreclosing party causes a continuance of a foreclosure sale on a common interest community (HOA) property, that party is responsible to pay common expense assessments (HOA dues) for the period between the designated date of sale and the actual date of sale. The bill provides that the foreclosing party is not liable for HOA dues in the event of a short sale, certain errors in the foreclosure notice, or if the foreclosure is withdrawn.

Representative Buck, prime sponsor, presented House Bill 15-1119. This bill provides for the compensation of a royalty owner when a local ordinance, resolution, or other policy prohibits the practice of hydraulic fracturing, also known as fracking, to recover oil and gas within a local government's jurisdiction. The local government is liable to the royalty owner for the value of royalties not received due to the prohibition. Representative Buck responded to questions from the committee.
