Representatives Saine and Melton, introduced Senate Bill 15-286. The bill repeals the Motorcycle Operator Safety Training (MOST) program in the Colorado Department of Transportation (CDOT). It requires the Department of Revenue (DOR) to issue a motorcycle endorsement to an applicant who provides proof of completion of a motorcycle training program that meets the standards of the National Association of State Motorcycle Safety Administrators. Also, the authority to levy surcharges for the program is repealed.

02:53 PM -- Ms. Jennifer Tolbert, representing the Motorcycle Training Academy, testified in opposition to the bill. She noted the bill endangers the safety of motorists on the roadway and creates gaps in oversight.

03:04 PM -- Ms. Deborah "Tiger" Chandler, representing the Coalition of Independent Riders USA, testified in support of the bill (Attachment F). She discussed her time on the MOST board and ridership training fees.

03:11 PM -- Mr. Robert Frank, representing BlackBag Motorcycle Training, testified in opposition to the bill. He stated that he opposes the bill because it removes oversight and creates a situation for a training monopoly in Colorado. In response to committee questions, he discussed the effectiveness of the oversight in Colorado.

03:17 PM -- Ms. Colleen Boyle, representing T3RG Motorcycle Schools, testified in support of the bill (Attachment G). She discussed how the MOST program is no longer serving its purpose. She noted that the issues of the 2010 legislative audit have not been addressed.

03:25 PM -- Mr. Erik Erikson, representing himself, testified in support of the bill. He discussed oversight and monopoly.

03:27 PM -- Mr. Dennis Haberstumpf, representing A Brotherhood Active Towards Education (ABATE) of Colorado, testified in support of this bill. He discussed the oversight issues brought up by previous witnesses.

03:30 PM -- Mr. Andy Karsian, representing CDOT, came to the table to answer questions regarding the MOST program. He discussed the oversight issues brought up by previous witnesses. He noted CDOT has one FTE to handle the MOST program. Although he stated that CDOT is neutral on the bill, he noted that others have expressed concerns that the oversight of motorcycle training needs to be housed somewhere it state government, be it in the DOR or CDOT.
