Representative Court, chair, called the meeting to order. Representative Young, sponsor, introduced House Bill 15-1261. The bill, recommended by the Joint Budget Committee, makes changes to state law governing the amount that may be held in reserve in cash funds that collect revenue from fees. The changes apply only to cash funds which collect revenue from fees that can be adjusted by a state agency. Fees set in statute are exempted from the target reserve requirement under current law, and would remain exempt from the maximum reserve requirement under the bill. Representative Young distributed amendment L.004 (Attachment A).

Representative Winter, co-prime sponsor, introduced House Bill 15-1258. The bill, as amended by the House Health, Insurance, and Environment Committee, creates the Family Medical Leave Insurance Program (FMLI) in the newly created Division of Family and Medical Leave Insurance in the Colorado Department of Labor and Employment. The FMLI programs provide partial wage replacement benefits to eligible individuals who are unable to work due to their own serious health condition, or who take leave from work to care for a new child or family member with a serious health condition. Prior to establishing the FMLI program, the divison will conduct an actuarial evaluation to determine the amount of premium required to support the FMLI program. Representative Winter distributed amendment L.005 (Attachment B). She discussed the changes to bill through amendment L.005.

Representative Becker, K, sponsor, introduced House Bill 15-1313. The bill creates the Rocky Mountain National Park (RMNP) License Plate. The license plate will be available to any applicant, provided he or she makes a donation to support RMNP, on November 15, 2015, or when the Department of Revenue is able, whichever is later. In response to a committee question, she noted that RMNP feels the bill will encourage more donations to the park.
