02:48 PM -- Changes to Capitol Grounds Event Permits

Mr. Lee discussed changes to the Capitol grounds event permit regulations. A copy of the proposed changes were distributed to the committee members (Attachment D). Mr. Lee said that a fee will be implemented for political rallies in Lincoln Park. All money will go into the Preservation Trust Fund.

Mr. McNulty asked about security deposits for the use of the grounds. Mr. Lee said that the current fee is $150 and that no deposit is required. He noted that the new policies will mirror the City of Denver's fee structure, but not the rates.

Senator Cadman and Mr. Lee discussed a pet adoption event held on the West Lawn during the legislative session. Mr. Lee noted that maintenance in Lincoln Park will continue to come from Capitol Complex's operating funds.

Representative Moreno and Mr. Lee clarified that the potential fees have not yet been set. They further discussed the right of free assembly and how the rule language may affect that right. Representative McNulty and Mr. Lee discussed the need to remove the free assembly language from the rules. Discussion continued regarding the 2015 4/20 Rally.
