Representative Klingenschmitt, sponsor, presented House Bill 15-1208, which ends Colorado's participation in the PARCC Consortium, eliminates the Common Core State Standards from the Colorado State Standards, and creates new standards. He discussed pending litigation, the Colorado Constitution, and state law. He spoke about strike-below amendment L.001 (Attachment E), which removes Colorado from the PARCC Consortium but leaves the Colorado Academic Standards intact and allows the State Board of Education to continue using the PARCC tests. He spoke about the strike-below amendment's effect on the bill's fiscal note. He discussed handouts he distributed to the committee (Attachments F and G). He described the Memorandum of Understanding that Colorado has with the PARCC Consortium, including a dissolution provision if the Consortium decreases to five states or fewer. He spoke about the costs when states leave the consortium and the costs of administering the consortium's tests. Representative Klingenschmitt responded to questions from the committee.
