Mr. Jeffrey Zuback, Research Chief for Maryland Governor's Office of Crime Control and Prevention, testified remotely concerning Maryland's data collection processes. Representative Williams distributed to the committee copies of Maryland House Bill 507 (Attachment A) and Senate Bill 422 (Attachment B). Mr. Zuback presented policies and procedures concerning electronic data collection and citation in Maryland. In response to a question, Mr. Zuback discussed efficiencies realized due to the electronic data collection system. He stated that the system had reduced the duration of traffic stops.

Senator Cooke and Mr. Zuback discussed costs associated with implementing and maintaining electronic data collection and citation systems. They also discussed collecting information related to ethnicity and how Maryland analyzes collected data.

Mr. Zuback continued to testify regarding Maryland's data collection systems, including providing information on reports issued based on data collected, the number of agencies that use the system, and the police contacts for which the system is used. Mr. Zuback presented information on Maryland's e-ticketing system.

In response to a question, Mr. Zuback provided background on legislation related to data collection. Mr. Zuback also discussed feedback from law enforcement and communities.

Mr. Zuback offered to send the committee additional information related to Maryland's program.

Representative Williams provided the committee with information relating to data collection programs in other states and she discussed the possibility of an additional committee meeting to learn about such programs. Representative Williams discussed pilot programs, including recommendations from others with experience in other states. Representative Salazar commented on the role of the Colorado Civil Rights Division.
