Senator Hill, Chair, welcomed the committee members to the meeting. He invited Senator Kerr to come to the table to present Senate Bill 15-200 which was on the table for action only. Senator Kerr explained that the bill concerns increased consumer protections in student lending for educational loans. He talked about the differences between the loans regulated by the bill and highly regulated federal student loans.

10:20 AM -- HB15-1224

Senator Marble took over as committee chair. Senators Hill and Todd, co-sponsors, presented House Bill 15-1224 which concerns accounting for state moneys received by public postsecondary institutions that do not participate in the College Opportunity Fund program. Senator Hill explained that the bill separates out the funding allocation in the long bill for two junior colleges: Aims Community College (Aims) and Colorado Mountain College (CMC). Senator Todd explained that the bill also clarifies that CMC is allowed to use all of its appropriated funds for both its two year and four years programs. Senator Hill stated that the bill makes clarifying accounting changes. Senators Todd and Hill answered questions from the committee.

John Karakoulakis, representing CMC, came to the table to answer questions about the bill. He told the committee that there are only two local district junior colleges in the state, Aims and CMC. He said the majority of the community colleges in the state are members of the Colorado Community College System, and that Aims and CMC are separate from this system.
