Senator Newell introduced Senate Bill 15-193, concerning the consolidation of two reports that the Statewide Internet Portal Authority (SIPA) is required to submit to the members of the General Assembly. Under current law, the SIPA is required to report to the business committees of the House and Senate and the Joint Budget Committee (JBC) by November 1 of each year regarding:

Additionally, SIPA is required to submit a written annual report by November 1 of each year. This annual report contains a complete and detailed operating and financial statement of SIPA during the preceding fiscal year. The bill, recommended by the Joint Technology Committee (JTC), combines the reporting requirements into the annual report and has SIPA submit the report to the JTC, the JBC, and the business committees of the House and Senate.

Senators Neville and Newell introduced Senate Bill 15-194, concerning the board of directors of the SIPA. The SIPA was created by the General Assembly in 2004 as an independent political subdivision of the state to provide Internet products and services to covered government agencies and residents. SIPA is governed by a 15-member board of directors. This bill, recommended by the JTC, allows executive directors of executive branch agencies, the member of the board appointed by the Chief Justice of the Colorado Supreme Court, and the state's Chief Information Officer, to select a designee to serve on the board in their stead; however, a designee may not be elected to serve as the chair of the board. Current law also requires a vacancy for any of the four legislative members of the board to be filled by a member of the JTC. The bill changes the requirement from four JTC members to two.

Senator Balmer introduced Senate Bill 15-202, concerning the regulation of water conditioning appliances pursuant to the plumbing code. The bill excludes the design, installation, and repair of water conditioning appliances connected to the potable water system with a pipe that it greater than two inches nominal diameter from the definition of plumbing. It also excludes from the definition of plumbing contractor a person who subcontracts with a plumber if all plumbing performed pursuant to the person's contract is completed by a licensed plumber. Senator Balmer provided Amendment L. 001 (Attachment B) to the committee and responded to questions from the committee.
