06:11 PM -- Overview of the Second Draft of the Colorado Water Plan

Gaspar Perricone, Legislative Program Manager, Department of Natural Resources, provided an overview of the second draft of the CWP. Mr. Perricone explained the role of the CWCB in preparing the CWP, and thanked members of the public for their participation in developing the plan. Mr. Perricone emphasized the need for a comprehensive water strategy to address challenges faced by the state, including low snowpack, drought, wildfires, and floods. He listed the values identified by the Governor in the executive order that directed the CWCB to prepare the plan.

Mr. Perricone outlined the timeline for the plan's completion. The final version of the CWP will be released on or before December 10, 2015. He proceeded to discuss Chapter 10 of the current CWP, concerning the critical action plan. Chapter 10 includes actions to meet the goals identified and explained elsewhere in the current draft of the plan. He stated that the CWCB has attempted to ensure the plan's flexibility, so that it can evolve with new challenges over the course of its lifespan. He explained that the CWP has been developed largely in cooperation with basin roundtables, the General Assembly, and members of the public. He also encouraged members of the public to provide feedback to the CWCB, and thanked the committee for its participation in the preparation of the CWP.
