Representative Pettersen, Chair, welcomed the committee. Representative Priola, sponsor, introduced Senate Bill 15-051, which removes the arbitration option from decisions about high school students' eligibility to play varsity sports.

Alex Halpern, representing the Colorado High School Activities Association (CHSAA), spoke in support of the bill. He explained that the bill eliminates the ability to take decisions by CHSAA to arbitration. He explained that there are very few decisions that reach arbitration or court. He stated that most eligibility decisions are resolved within the regular appeals process. Mr. Halpern responded to questions from the committee.

Paul Angelico, representing CHSAA, spoke in support of the bill. He described the arbitration process, and how students transfer from one school to another. Mr. Angelico responded to questions from the committee.
