Senator Grantham introduced the Joint Business Committee (JBC) members to the Joint Business Committee.

Senator Grantham reviewed the FY2014-15 appropriation and FY 2015-16 budget request for the Department of Labor and Employment.

Senator Grantham reviewed the FY 2014-15 appropriation and FY 2015-16 budget request for the Department of Personnel. Committee members questioned the JBC regarding the use of compressed natural gas (CNG) vehicles. The JBC discussed the availability of CNG refueling stations and statutory requirements regarding CNG vehicles.

Senator Grantham continued to review the Department of Personnel's budget request.

Senator Grantham reviewed the FY 2014-15 appropriation and FY 2015-16 budget request for the Department of Regulatory Agencies (DORA). The JBC responded to questions regarding credit unions for the state's marijuana industry.

Senator Grantham reviewed the FY 2014-15 appropriation and FY 2015-16 budget request for the Office of Economic Development and International Trade (OEDIT) and the Office of Information Technology (OIT) within the Office of the Governor. The JBC responded to questions regarding the Leading Edge Program and the Aerospace and Defense Industry Champion Program within OEDIT.

Throughout the JBC presentation, the JBC referenced the FY2015-16 JBC Staff Budget Briefing Summary (Attachment A).

11:30 AM -- Office of the State Auditor presentation on audit recommendations not fully implemented

Kerri Hunter, Office of the State Auditor (OSA), introduced the OSA and described the office's responsibilities.

Crystal Dorsey, OSA, provided an overview of financial audit recommendations and performance and IT audit recommendations.

Ms. Hunter responded to committee questions regarding recommendations for the Office of the Governor and the OSA's communications with the various departments.

Nina Frant, OSA, discussed audit recommendations not fully implemented within the Department of Labor and Employment. Ms. Frant responded to committee questions regarding the implementation delays within the department and the process for holding departments accountable. Senator Balmer also explained the responsibilities of the Legislative Audit Committee in this process.

Ms. Frant discussed audit recommendations not fully implemented within the Department of Personnel and Administration.
