Representative Becker, K., sponsor, introduced House Bill 15-1249. The bill repeals and reenacts statutory fees for clean water and drinking water programs in the Water Quality Control Division of the Colorado Department of Public Health and Environment (CDPHE). New fees are authorized for pesticide application activities and for CDPHE certifications related to projects affecting regulated water quality standards in jurisdictional waters of the United States, known as 401 certifications. The bill also reorganizes water quality permit fees in five sectors. In addition, the bill extends certain temporary fee increases in the animal agricultural section to the end of FY 2017-18. Finally, the bill also repeals and reenacts basic procedures for the Colorado Discharge Permit System.
