Representative Singer, sponsor, introduced House Bill 15-1206 to the committee. The bill allows a taxpayer to apply for a refund of any state sales tax or use tax paid for machinery or equipment used directly and primarily in the recycling or reprocessing of waste products in years 2015 through 2019. The bill specifies the types of machinery or equipment to which the refund applies and specifies procedures for applying to the Department of Revenue to receive the refund.

Marjorie Griek, Colorado Association for Recycling, testified in support of the bill. Ms. Griek spoke about the economic benefits of recycling and the economic impact of the recycling industry on Colorado. Ms. Griek provided a handout to the committee (Attachment A) summarizing the findings of an economic study of recycling in Colorado. Ms. Griek also spoke about the shortage of infrastructure in the state. Ms. Griek and Representative Singer responded to questions from the committee.

Mr. Orloff described the work of his company and past unsuccessful attempts by the company to apply for other similar sales and use tax refunds for manufacturers. Mr. Orloff responded to questions from the committee regarding the sales taxes paid by his company on manufacturing equipment.
