Senator Hill, chair, welcomed the committee members to the meeting. Senator Todd, sponsor, presented Senate Bill 15-290 which concerns the creation of the Colorado Student Leaders Institute (COSLI). Senator Todd discussed the bill's fiscal note and explained that the program is contingent upon receiving funding from the State Education Fund as well as from gifts, grants, and donations.
