07:47 AM -- DPA-OIT Property Transaction

The committee was called to order. A quorum was present. Mr. David McCurdy, Chief Technology Officer, and Mr. Peter Bangas, Public Safety Communications Network Manager, both representing the Governor's Office of Information Technology (OIT), came to the table to discuss a proposed property transaction for a Digital Trunked Radio System (DTRS) tower site in Greeley. Committee members received a memorandum summarizing the property transaction (Attachment A). In response to a committee question regarding the department's preferred alternative for the transaction, Mr. McCurdy discussed the alternative that subdivides the property. In response to a committee question regarding not recommending the property acquisition, Mr. McCurdy discussed the negative impacts on OIT and the city of Greeley. Discussion ensued on the permitting process with the city and the technical aspects of the other alternatives.

In response to a committee question regarding the alternative to relocate the tower to the new Colorado Department of Transportation (CDOT) Region 4 headquarters in west Greeley, Mr. Bangas stated that alternative is not a viable option for the DTRS system. Discussion ensued on technical aspects of the new DTRS tower and equipment. Ms. Kori Donaldson, Legislative Council Staff, discussed recent funding provided for the DTRS system.

MOTION:Recommend to DPA that it purchase, on behalf of OIT, 22,800 square feet in the northwest corner of the nine-acre parcel, including an existing building, for $400,000, and recommend to the JBC that it include funding for the acquisition and for the construction of a new tower in the 2015 Long Bill ($1,843,283). The motion passed on a vote of 5-0.

08:10 AM -- Discussion with JBC

All members of the Joint Budget Committee (JBC) came to the table to discuss the FY 2015-16 capital budget. Senator Lambert discussed recent accomplishments over the past few years related to the capital budget process and revenue available for capital construction. He discussed differences between the revenue forecasts produced by the Governor's Office of State Planning and Budgeting (OSPB) and Legislative Council Staff. He also explained recent actions taken by the JBC regarding capital construction for FY 2015-16.

In response to a committee question regarding the demolition of buildings at the Department of Human Services' (DHS) Grand Junction Regional Center (GJRC), Senator Lambert discussed the JBC's decision to task the potential new statewide planning office with recommending a viable option for the future of the GJRC campus. Discussion ensued on the condition of the facilities on the campus and the potential options for the future of the regional center.

In response to a committee question regarding the Capital Development Committee's (CDC) prioritized capital construction list for FY 2015-16, Senator Lambert responded that the JBC will look at all sources of revenue and expenditures, including for both the operating and capital budgets, once the March 2015 economic forecast is released. Discussion ensued on the out-year costs for capital projects and the CDC's priority order of projects recommended for funding in FY 2015-16. Committee members discussed the Engine Replacement project from the Department of Public Safety and the Resident Safety and Accessibility Improvements project from DHS.

Representative Hamner thanked the CDC for all of the committee's hard work on prioritizing its recommended projects. She also expressed the JBC's commitment to thoroughly review the CDC's prioritized list and discussed the Resident Safety and Accessibility Improvements project. In response to a committee question to potential transfers to the Capital Construction Fund under Senate Bill 09-228, Senator Lambert discussed the delay in the timing of the transfers. Discussion continued on how DHS prioritized the Resident Safety and Accessibility Improvements project.

Senator Lambert discussed the general need for long-term planning for capital construction, including possible structural budget changes that may be needed. Representative Vigil thanked the JBC for its collaboration with the CDC.
