Representative Melton, prime sponsor, came to the table to present House Bill 15-1207. The bill allows the use of earphones while driving if the earphone covers only one ear and is connected to a wireless, hand-held telephone. Under current law, it is a class B traffic infraction to use earphones while driving. Representative Melton explained Amendment L.001 (Attachment A), which incorporates language to allow the use of devices that cover a portion of the ear.

The committee discussed department liaison appointments that the Joint Transportation Committee has to make pursuant to the State Measurements for Accountable, Reliable, and Transparent Government (SMART) Act. Representative Mitsch Bush and Representative J. Becker volunteered to be appointed to the Colorado Energy Office, and Representative Kraft-Tharp and Representative Carver volunteered to be liaisons to the Department of Transportation.
