Representative Navarro, prime sponsor, presented House Bill 15-1005. This bill requires the Parks and Wildlife Commission (PWC) in the Department of Natural Resources (DNR) to promulgate rules that grant free admission to any state park or recreation area for military veterans. The rules may require a veteran to show certain types of military identification for free park admission.

Donald Alberts, representing himself, testified in support of the bill. Mr. Alberts suggested a possible amendment that would offer a discount to veterans, rather than free admission.

Steve Rylant, representing the United Veterans Committee (UVC) of Colorado, testified in support of the bill. Mr. Rylant indicated that the UVC members have not had a chance to vote on the bill, but that he expects them to support it unanimously.

Steve Cassin, representing Colorado Parks and Wildlife, testified about the bill. Mr. Cassin raised concerns about the financial impact of the bill. He spoke about the services and discounts currently offered to veterans by Colorado Parks and Wildlife. He provided information about the estimated number of veterans who visit state parks on an annual basis and costs associated with each visitor. Mr. Cassin responded to questions from the committee.
