Representative McCann, sponsor, presented Senate Bill 15-047. Under current law, the Office of Legislative Legal Services (OLLS) provides written notice to members of the General Assembly when administrative rules adopted by state agencies are the result of legislation for which the member was a prime sponsor or co-sponsor. This bill, recommended by the Committee on Legal Services (COLS), permits the OLLS to develop a system for members of the General Assembly to voluntarily opt out of this rules notice procedure for bills for which they were co-sponsors. Representative McCann provided an example of two relevant notifications (Attachment A). She responded to questions from the committee about the process for opting out of the notifications.
