Al White, Director, Colorado Tourism Office, introduced the Governor's appointees to the Colorado Tourism Office Board of Directors and discussed the role of the board. He also explained that Ian Steyn of Larkspur, reappointed for a term expiring June 1, 2018, was unable to attend the hearing and requested that his confirmation be considered in absentia. (Attachment A)

Robert Stinchcomb of Lafayette, reappointed for a term expiring June 1, 2018, and to serve as an at large member from tourism-based industries, described his experience and interest in serving another term on the board.

The committee returned from recess. Senator Sonnenberg, sponsor, described the provisions of House Bill 15-1121 concerning wind energy development agreements. This bill modifies statute concerning wind energy agreements between surface estate owners and wind energy developers.

KK Duvivier, representing herself, discussed current law that limits the severance of wind estates from surface estates and expressed concern about adding potential hurdles to wind development. She also responded to questions from the committee about why wind estates are not severable from the surface estate.
