The meeting was called to order. A quorum was present. Ms. Anne Kelson, Real Estate Section Manager, Division of Parks and Wildlife (CPW) within the Department of Natural Resources, presented three real property transactions on behalf of the department: (1) Beaver Lake State Wildlife Area Newbarger Fee Title Acquisition; (2) Spinney Mountain State Park Trout Unlimited Perpetual Conservation Easement; and (3) Headwaters Ranch Perpetual Public Access Easement. Mr. Perry Will, Area Wildlife Manager for CPW Area 8, provided an overview of the Newbarger Fee Title Acquisition proposal. Committee members received a written description of the proposal, assembled by Legislative Council Staff (Attachment A). Mr. Will responded to questions regarding plans to raze a defunct general store in Marble after acquiring the Newbarger properties, and options available to repurpose the general store. Mr. Will responded to further questions regarding the disposition of the mineral rights associated with the Newbarger properties. Ms. Kelson provided input on this issue. Ms. Kori Donaldson, Legislative Council Staff, explained the process of recommending support for property transaction proposals to the Parks and Wildlife Commission.

Mr. Jim Aragon, CPW Area Wildlife Manager for Salida, provided an overview of the Headwaters Ranch Perpetual Access Easement property transaction proposal. Committee members received a written description of the proposal, assembled by Legislative Council Staff (Attachment B). Discussion ensued regarding the costs associated with developing parking lots for the Headwaters Ranch property. Mr. Aragon and Ms. Kelson responded to questions regarding a conservation easement being placed on the property, and the arrangement for acquiring the easement. Ms. Kelson responded to questions regarding the reasons for acquiring a conservation easement on the property, and the implications of not acquiring the conservation easement. Ms. Kelson responded to further questions regarding the source of funding for acquiring the conservation easement, and the relationship between the perpetual access easement and the conservation easement. Ms. Donaldson provided input on the potential for the committee to consider and make recommendations on the conservation easement. Discussion returned to the source of funds for acquiring the conservation easement.

Mr. Aragon responded to questions regarding the value of the Headwaters Ranch property in ecological and local economical terms. Mr. Aragon responded to further questions regarding the number of anglers that use the subject property as compared to the costs of the conservation easement. Ms. Kelson responded to questions regarding the tax implications of having a conservation easement placed on a property. Mr. Bob Broscheid, CPW Director, addressed questions regarding the division's level of financial reserves. Discussion returned to the relationship between the conservation easement and perpetual access easement on the Headwaters property. The chair laid over the Headwaters Ranch Perpetual Access Easement proposal.

Mr. Kevin Tobey, Park Manager for Spinney Mountain State Park, provided an overview of the Spinney Mountain State Park Trout Unlimited Perpetual Conservation Easement property transaction proposal. Committee members received a written description of the proposal, assembled by Legislative Council Staff (Attachment C). Mr. Tobey responded to questions regarding the chain of custody of the property and an associated conservation easement. Ms. Kelson responded to questions regarding the cost of the fee title for the property when it was acquired by CPW in 1990. Discussion ensued regarding the ramifications of various ownership and management options for properties within CPW's portfolio. Mr. Tobey responded to questions regarding why Trout Unlimited is donating the conservation easement to CPW.
