The committee returned to order.

Representative Landgraf, prime sponsor, presented House Bill 15-1030. This bill creates the Employment Services for Veterans Pilot Program (program) in the Colorado Department of Labor and Employment (CDLE). The program includes veterans services related to job retention, mediation with employers, mentoring, and career counseling. The program is available for up to 20 veterans who have not been dishonorably discharged.

The CDLE must develop a request for proposals (RFP) to solicit a qualified nonprofit agency to operate the program as a contractor. The CDLE will administer the program and is tasked with evaluating periodic reports from the contractor and communicating the results of its evaluation to the General Assembly's business committees. The bill is repealed as of January 1, 2018.

Representative Landgraf responded to questions from the committee. She distributed amendment L.001 to the committee (Attachment A), which changes the eligibility requirements for the program.

Denise Krug, representing Discover Goodwill, testified in support of the bill. Ms. Krug spoke about the work Goodwill does in Colorado Springs with veterans and job training. She described the job training services that would be available under the bill. She responded to questions from the committee. Discussion ensued.

Frank McCurdy, representing the American Legion, testified in support of the bill. Mr. McCurdy spoke about the priorities of the American Legion with regard to job training for veterans. He responded to questions from the committee.

Leanne Wheeler, representing herself, testified in support of the bill. Ms. Wheeler expressed concerns about the negative image of veterans who are transitioning to civilian life. She discussed her experience with homelessness and as a small business owner. She suggested an industry partner or partners for the nonprofit agency that is awarded the operation of the pilot program.
