Representatives Moreno and DelGrosso described House Bill 15-1120. The bill creates the Tony Grampsas Youth Services Program Statewide Membership Organization Grant Program within the Department of Human Services. Representative DelGrosso described the existing Tony Grampsas Program and the sources of funding for the program. Representative DelGrosso explained that there is a cap of $500,000 on each grant awarded through the program. He stated that House Bill 15-1120 is creating a statewide membership organization grant program for statewide membership organizations that operate as umbrella administrative organizations for smaller youth services organizations throughout the state. Representative Moreno explained that the bill would not reallocate existing funding, but rather create a new funding stream for statewide membership organizations. Representative DelGrosso distributed and explained amendment L.001 and amendment L.002 (Attachments A and B) and Representative Melton explained and distributed amendment L.003 (Attachment C).

Brad Strong, Colorado Mentoring, testified in support of the bill and distributed a handout to the committee (Attachment D). He discussed mentoring programs and Colorado's need for additional mentoring services. He spoke to how the bill will help close the gap in the need for mentoring services.

Dave Ryan, Big Brothers Big Sisters, testified in support of the bill with the amendments. He described the mentoring services offered by his organization. He spoke in support of reinstating funding for mentoring programs and responded to questions from the committee.

Connie Rule, Colorado Alliance of Boys and Girls Clubs and Boys and Girls Clubs of Colorado, described the population served by Boys and Girls Clubs and the services offered through the clubs. She described her organization's multi-agency application for funding through the Tony Grampsas Program and how the Tony Grampsas funding is used by her organization. She stated that the $500,000 cap on funding has negatively affected the services offered by the Boys and Girls Clubs.

The committee reconvened. Representative Primavera introduced House Bill 15-1033 and distributed amendments L.006, which is a strike-below amendment, and amendments L.009, L.010, and L.011 (Attachments E through H). The bill creates a strategic action planning group on aging for the purpose of producing a comprehensive strategic action plan on aging in Colorado through 2030. The planning group consists of 21 members appointed by the Governor. She described the goals of the strategic plan. Representative Primavera described amendment L.006 (Attachment E). In response to a committee question, Representative Primavera described the membership of the planning committee. She responded to additional questions regarding the planning group.

Bob Semro, Bell Policy Center, testified in support of the bill and noted that Club 20 is also supportive of the bill. He discussed the challenges that Colorado will face in the future related to its aging population, which will affect the state's budget, housing and transportation systems, and other state programs. He responded to questions from the committee. Representative Primavera responded to committee questions regarding the bill's reporting requirements. Mr. Semro discussed the bill's costs and the costs of the bill's requirements related to data modeling.

Ben Moultrie, AARP, testified in support of the bill and distributed a handout (Attachment I). He stated that Colorado's population is undergoing a dramatic demographic shift and that a number of private and public organizations are not aware of, or planning for, the coming age shift.

She described her personal experience as a caregiver for her parents and other family members. She responded to questions from the committee.

Ed Schackelford, Colorado Senior Lobby, testified that Colorado has one of the most rapidly aging populations in the country and stated that nonpartisanship must be a fundamental principle in dealing with issues related to aging. He discussed the various issues that the aging population will face. He responded to questions from the committee.
