01:31 PM -- Consideration of Human Resource Information System Supplemental Request

The committee was called to order by Senator Neville, Chair. Legislative Council Staff distributed a copy of the staff write up (Attachment A) for the FY 2014-15 Human Resource Information System supplemental request from the Department of Personnel and Administration (DPA) and the Office of Information Technology (OIT). Brenda Berlin, OIT Deputy Chief Information Officer and Chief Financial Officer came to the table along with David McCurdy, OIT Chief Technology Officer, Kara Veitch, DPA Interim Executive Director, and State Controller Bob Jaros to present to the committee. Ms. Veitch explained the essential human resources (HR) functions of the executive branch and the structure of current HR systems. She elaborated on the activities of the department since it had received FY 2014-15 funding for the Statewide Leave, Time Tracking, and Human Resource Management Systems Modernization project. Ms. Veitch explained that payroll and benefits, time and leave, and performance management are key functions of HR within the state, which will be addressed through the new Human Resource Information System (HRIS). Mr. McCurdy explained that the state currently has 82 different systems that are used across executive branch agencies. He responded to questions on the number of systems being consolidated and the gap analysis OIT is currently performing on state HR needs. He detailed the interfaces between the disparate HR systems throughout executive branch agencies, and responded to questions on OIT's definition of "interfaces" in terms of these systems and the use of real-time and batch interfaces.

Mr. McCurdy responded to a question on the state's use of Kronos and how the potential use of an enterprise resource planning vendor could work simultaneously with Kronos, the state's timekeeping system. He stated that Kronos could potentially be replaced, and Ms. Berlin spoke to the robust timekeeping needs of the Department of Corrections and Department of Public Safety. The panel responded to questions on how the departments plan to structure the different modules required for the HRIS, the past procurement and application of Kronos, the business process considerations made by DPA in implementing an HRIS, the organizational change management considerations of the departments, DPA's qualification requirements for vendor selection, project requirements for CORE integration, and how often DPA has encountered challenges from vendors following the awarding of a request for proposal (RFP). DPA and OIT discussed the RFP process and consideration of department needs.

The panel responded to questions on whether the consultant that OIT and DPA are working with in their project analysis would be able to bid on the project RFP, how much the state is locked into Kronos as a vendor, how many bids are expected for the RFP, if the departments could provide a financial model and cost-benefit analysis of the project, the departments' plans for hiring a dedicated project manager, the major risks of not proceeding with the project in the FY 2014-15 budget cycle, the business analyst who is dedicated to the project, OIT's gating process, if OIT could provide the committee with a follow-up report from the RFP process, whether a record is kept of RFP responses, and any savings that are anticipated to be gained from the project.

Gary Lucas, Legislative Council Staff, came to the table to discuss staff questions for OIT and DPA in regards to the project, and to give his perspective on the departments' management of the project.

The department representatives responded to a question on returning to the General Assembly for more funding in the future for the HRIS and if the HRIS project can compare to systems implemented by states of a similar size. The committee discussed the departments' request for additional funding and the lessons learnt from DPA's implementation of the Colorado Operations Resource Engine system.

02:22 PM -- Discussion of Committee Bill Request Process

Nicole Myers, Office of Legislative Legal Services, came to the table to discuss the committee's bill request and approval process. She referenced the request processes of the Joint Budget Committee and the Capital Development Committee, and made some recommendations for how the committee might request for bills to be drafted. Committee discussion ensued.
