The committee was called to order. A quorum was present. Representative Kagan, prime sponsor, presented House Bill 15-1292, concerning sentencing of a person who is convicted as an adult for a class 1 felony committed while the person was a juvenile. Committee members received a packet of letters in opposition to the bill (Attachment A). Representative Kagan discussed the punishment meted out to the population affected by the bill, and discussed the merits of the bill. Representative Kagan discussed ongoing jurisprudence concerning the population affected by the bill, and his reasons for sponsoring the bill. Representative Kagan discussed his efforts to gain support for the bill, and future efforts he will undertake on the issue of sentencing for the subject population. He explained why he was asking for the bill to be postponed indefinitely. Various members of the committee responded to Representative Kagan's discourse, and provided remarks on the bill.
