The committee came back to order. Representative Garnett presented House Bill 15-1059. Effective July 1, 2015, the bill increases the membership of the Denver Health and Hospital Authority Board (board) from nine to eleven members. The two new members must be appointed by the Mayor of Denver for five-year terms. The bill removes an outdated reference to the now non-existent Denver Board of Health and Hospitals. The bill also creates a new process for removing a board member from the board. Under current law, if a member is found unfit for the position, the member may be removed by the Mayor of Denver or the Denver City Council, pursuant to city ordinance. Under the bill, a member may be removed from the board by a unanimous vote of the board, excluding the member to be removed, and with approval from the Mayor of Denver. The board must also provide written notice to the board member of their removal. Any member removed from the board by a unanimous vote does not have the ability to appeal the board's decision. Representative Garnett responded to questions about the board and House Bill 15-1059.
