Representative Tyler, prime sponsor, came to the table to present on House Bill 15-1209. The bill updates state law to better reflect the actual organizational structure of the Colorado Department of Transportation (CDOT) by eliminating the highway operations and maintenance division and incorporating its duties and functions into the highway maintenance division which the bill creates as a statutory division under the CDOT. The bill also clarifies powers and duties of the CDOT's executive director and chief engineer, and establishes the powers and duties of the director of the division of highway maintenance. Finally, the bill clarifies that annual reports will be filed with the highway maintenance division.


11:14 AM -- Andy Karsian, representing CDOT, spoke in favor of the bill. He stated that the bill would clean up old statute language and clarify existing efficiencies within the department. He responded to a question on leadership positions within the department that may be affected by the bill.

Representative Vigil, prime sponsor, came to the table to present Senate Bill 15-023. Under current law, an off-highway vehicle may cross a roadway, street, or highway if it does so in accordance with the statutory guidelines established for snowmobile roadway crossings (Section 33-14-112, C.R.S.). This bill provides clarification by importing the snowmobile crossing guidelines into the off-highway vehicle statutes, and further clarifies that a driver may cross a state highway when in compliance with these guidelines, except within the boundaries of a municipality. The bill provides clarification to off-highway vehicle operators when crossing roadways including state highways, but it does not affect revenue, expenditures, or workload for any state agency or unit of government.
