The committee was called to order. A quorum was present. Ms. Kori Donaldson and Mr. Matt Becker, Legislative Council Staff, discussed House second reading amendments for Senate Bill 15-234 impacting the FY 2015-16 capital construction budget. Ms. Donaldson addressed questions about the General Fund Exempt account, the funding source for the Security Perimeter Fence, Kipling Village, Wheat Ridge Regional Center project, certificates of participation (COPs) issued to refinance the Grand Junction Colorado Bureau of Investigation forensic laboratory, and the amount of savings realized from the refinance of COPs issued on behalf of various higher education facilities.

Mr. Becker discussed a memorandum about potential committee travel during the 2015 Interim (Attachment A). Mr. Becker and Ms. Donaldson addressed questions and comments from the committee about travel sites. Representative Vigil suggested visiting the proposed conservation easement near the Buckley Airforce Base.

Mr. Becker continued to walk the committee through Attachment A. Senator Kefalas suggested that the committee visit Lory State Park, Front Range Community College, the Larimer Campus, and a correctional facility in Burlington. Representative Becker expressed her interest in visiting sites of potential capital projects rather than visiting the site of recently completed construction.
