Representative Saine, sponsor, introduced House Bill 15-1247. The bill, recommended by the Legislative Audit Committee, increases the fees charged by the State Engineer in the Department of Natural Resources (DNR) for dam project design review and adds a fee for the annual inspection of dams subject to storage restrictions. She noted that dam fees have not risen for 25 years.

01:52 PM -- Ms. Monica Bowers, representing the Office of the State Auditor (OSA), came to the table to answer committee questions. She discussed the audit conducted by OSA and the fee changes in the bill.

01:59 PM -- Ms. Dianna Orf, representing the Colorado Water Congress (CWC), testified about CWC's concerns with the bill. She discussed a potential amendment and restricted dams.

02:02 PM -- Mr. Chris Treese, representing the Colorado River District, testified about proposed amendments to the bill. He discussed small dam owners, restricted dams, and the proposed fee increases in the bill.
02:11 PM -- Mr. Kevin Rein, representing the DNR Division of Water Resources, came to the table to answer questions. He discussed the determination process for the proposed fee increases and the dam inspection process.

Representative Rosenthal, sponsor, introduced House Bill 15-1126. The bill, beginning in tax year 2016, allows a full-time Colorado resident stationed outside the United States for civilian employment by the United States government to file as a nonresident on his or her Colorado income tax return. The taxpayer must have spent at least 305 days of the tax year outside of the country to qualify. If a spouse accompanies the individual he or she may also elect treatment as a nonresident individual. He distributed amendment L.004 (Attachment A). He discussed his reasons for including spouses in the bill. Committee discussion ensued.

02:28 PM -- Mr. Louis Pino, Legislative Council Staff, came to the table discuss the fiscal impact of potential amendments. He distributed a handout (Attachment B) which notes the fiscal impact of potential amendments.
