Representative Rankin, sponsor, presented and summarized House Bill 14-1217 for action only. The bill clarifies that: county ownership of property may include ownership of mineral rights, oil and gas rights, and other interests for county revenue generation; a county may lease their mineral rights, real estate, or other interests for exploration or to generate revenue; whenever land is acquired for road or transit purposes, the right to subsurface support is presumed to be acquired as well; and public highways include all lands dedicated to public use by deed filed with the county clerk. Public testimony and amendments for the bill were heard at the Thursday March 6, 2014, House Local Government Committee meeting.

Representative Rankin provided closing comments and asked that the bill to be postponed indefinitely.

Representative Vigil presented House Bill 14-1307 concerning the recategorizing of Mineral County for the purpose of fixing the salaries of county officers. The bill reclassifies Mineral County as a Category V county only if the annual salaries of county officers as set forth in current law are not increased by more than 10 percent through legislation enacted during the 2014 legislative session. Current law establishes the salary for county officer positions of commissioner, sheriff, treasurer, assessor, clerk and recorder, coroner, and surveyor. For purposes of setting the salary for these positions, counties are categorized into one of six classifications; Mineral County is currently categorized as a Category VI county.

Representative Vigil discussed letters of support for the bill from local government organizations.

Pat Ratliff, Colorado Counties Inc., spoke in favor of the bill. She distributed an informational document from Colorado Counties, Inc. (Attachment A). Ms. Ratliff discussed the importance of reclassifying Mineral County in order for local officials to meet county needs and workload. She answered questions from the committee regarding Category VI counties and the local support for the Mineral County reclassification.
