Representative Tyler, chair, called the meeting to order. A quorum was present. The committee recognized the gifted and talented students in the room. Representative Ryden, prime sponsor, presented House Bill 14-1176. The bill, recommended by the Legislative Audit Committee, changes the frequency with which the Office of the State Auditor must audit the emissions program for motor vehicles. Current law requires that the performance audit be completed once every three years. This bill changes the audit frequency to once every five years and requires the first audit to be completed no later than January 1, 2018. Representative Ryden discussed the intent of the bill and distributed a handout (Attachment A). Representative Fischer asked about the changes undertaken by the emissions program and why this bill is necessary. Representative Ryden said that the 2015 deadline is mainly for contracts and contracting timelines. Representative Mitsch Bush asked about the new five-year cycle under the bill. Representative Lawrence asked about extending the cycle of review and how it will affect the emissions program.

Doug Decker, representing the Colorado Department of Public Health and Environment (CDPHE), testified in support of the bill. He gave an overview of the emissions program and said it affects practically everyone who owns a vehicle in the nine counties involved in the program. He applauded the collaboration with the Office of the State Auditor and the Legislative Audit Committee. Representative Lee asked why El Paso County is excluded from the emissions program.

Representative Ryden, prime sponsor, presented House Bill 14-1188. The bill, recommended by the Legislative Audit Committee, establishes a cost recovery center within the State Highway Fund (SHF) and requires the Colorado Department of Transportation (CDOT) to deposit all program permit fees charged for billboard revenues in the center to pay the costs of administering the signs. In addition, the bill requires the CDOT to credit specific information signs, business signs installed on specific information signs (LOGO), and tourist-oriented directional signs (TODS) revenues to the SHF. Representative Ryden discussed the intent of the bill and distributed a handout to the committee (Attachment B).

He responded to questions from the committee concerning the intent of the bill. He submitted a letter from the Colorado Outdoor Advertising Association for the public record (Attachment C).
