Speaker Ferrandino presented and summarized Senate Bill 14-083 concerning a reimbursement to be paid by a county to the state for costs incurred by the state for the reassessment of property. The state conducts annual audits of county assessors' procedures in the appraisal of real and personal property. If a county assessor fails to appraise property in a manner consistent with the property tax provisions of the state, the State Board of Equalization must order a reappraisal of the property at the county's expense. If the state assists the county with the reappraisal, the county must reimburse the state for the costs it incurs. State assistance to county assessors is provided through the Division of Property Taxation in the Department of Local Affairs (DOLA). The bill authorizes the State Board of Equalization to waive the requirement that a county reimburse the state for costs incurred in assisting with the reappraisal, if the county implements a plan to use the money saved to improve the functioning of the county assessor's office. If the county does not implement the plan by an agreed upon date, the State Board of Equalization must revoke the waiver and the county must reimburse the state for the reappraisal costs; however, the state may not be reimbursed for the salary and benefits of state employees.

Speaker Ferrandino answered questions from the committee regarding the bill's fiscal note and detailed the improvements to a county's assessors office described in the provisions of the bill.

JoAnn Groff, Property Tax Administrator, Division of Property Taxation, spoke in favor of the bill. She discussed the role and function of state assessors for the equalization of property. Ms. Groff discussed charges to the counties associated with reappraisal costs and the requirements for the reimbursement funds. She answered questions from the committee regarding the role of the state assessors in relation to county assessors.
