Representative Hamner, Chair, welcomed committee members and the audience. Speaker Ferrandino, sponsor, presented House Bill 14-1319 which was on the table for action only. He spoke about amendment L.002 (Attachment A), a strike-below amendment to the bill, which changes the way the state funds higher education. Speaker Ferrandino discussed the provisions of amendments L.002 and L.007 (Attachment B). Speaker Ferrandino discussed the addition of "fairly balanced" to the funding formula in amendment L.007 (Attachment B) and discussed the other provisions of L.007. Committee discussion ensued.

Representative Peniston, co-sponsor, introduced Senate Bill 14-165, which allows school districts flexibility for the 2014-2015 school year when considering student growth as part of a teacher's effectiveness rating. She discussed the provisions of Senate Bill 10-191, and pointed out that SB14-165 is a simple bill that will only last one year. Committee discussion ensued.
