Representative Fischer and Representative Rankin, co-prime sponsors, presented Senate Bill 14-188. This bill appropriates $6.5 million from the Species Conservation Trust Fund (SCTF) for programs submitted by the Director of the Department of Natural Resources (DNR) that are designed to conserve native species that have been listed as threatened or endangered under state or federal law, or are likely to become candidate species as determined by the United States Fish and Wildlife Service. The funds appropriated are available in FY 2014-15 and remain available for the designated purposes until they are fully expended. Committee discussion ensued on the bill.

Mike King, Executive Director, DNR, spoke in support of the bill. He discussed the value of Colorado's wildlife; the importance of species conservation; conservation efforts related to the Gunnison sage grouse; and litigation costs associated with endangered species and threatened species management and other conservation efforts. Committee discussion ensued on the bill. He responded to questions from the committee regarding appropriations made in the bill.

Casey Sphall , Attorney General's Office, spoke in support of the bill. Ms. Sphall discussed the office's involvement with the conservation of threatened and endangered species and the need for conservation specialists in the office.
