Representatives Gardner and Exum, prime sponsors, presented Senate Bill 14-132. Under current law, if a soldier was killed in the line of duty while deployed to a combat zone, family members of the fallen soldier are eligible to receive a Fallen Service Member special license plate, which indicates the branch of the armed forces in which the soldier served. The bill removes the requirement that the fallen soldier be deployed to a combat zone at the time of his or her death. Representatives Gardner and Exum discussed the intent of the bill and the importance of its passage.

Silvia Buoniconti and Nancy Pfander, representing Gold Star Families, testified in support of the bill. Ms. Buoniconti discussed the death of her son who was a soldier. Ms. Pfander said she is a retired Army nurse and that her son was killed in the line of duty as a combat engineer. They expressed their strong support for the bill. Members of the committee thanked them for testifying and for their sons' service.
