Representative Landgraf introduced House Bill 14-1022. The bill was recommended by the Economic Opportunity and Poverty Reduction Task Force. The bill requires that, to the greatest extent practical, the authorization notice for children participating in the Child Care Assistance Program (CCAP) be equal to the eligibility period for the child's family. Members of the committee commented on the CCAP, and the eligibility categories for the program.

Bill Jaeger, Colorado Children's Campaign, stated that the bill reduces administrative burdens for the CCAP and also helps families and children. He noted that families are often eligible for services for 12 months, but are authorized to receive services for a shorter period of time.

Molly Yost, Clayton Early Learning, discussed the experience of families enrolled in the CCAP at Clayton. She discussed the role that administrative burdens play in the dissenrollment of children from the center. She responded to questions from the committee.
