Representative Hamner, Chair, called the meeting to order and welcomed the committee members and the audience. Representative Holbert, sponsor, introduced House Bill 14-1120 which moves the deadline for passing a tax increase under Senate Bill 13-213 from 2017 to 2014. He explained that many of the provisions of SB13-213 can be accomplished without a tax increase. Committee discussion ensued. Representative Holbert responded to questions from the committee.

12:24 PM -- Kevin Schott, representing the Colorado Association of School Executives, testified in support of the bill. Mr. Schott responded to questions from the committee.

12:38 PM -- Wade Buchanan, representing the Bell Policy Center, testified in opposition to the bill. Mr. Buchanan distributed copies of his testimony to the committee members (Attachment A). Mr. Buchanan responded to questions from the committee.

Representative McNulty moved a conceptual amendment to remove all references to "2014" and insert "2013." Representative Hamner chose not to accept the conceptual amendment.
