Representative Hamner, Chair, called the meeting to order and welcomed the committee members and the audience. Representative Holbert, sponsor, introduced House Bill 14-1120 which moves the deadline for passing a tax increase under Senate Bill 13-213 from 2017 to 2014. He explained that many of the provisions of SB13-213 can be accomplished without a tax increase. Committee discussion ensued. Representative Holbert responded to questions from the committee.

Representative Fields and Representative Pabon, co-sponsors, presented House Bill 14-1175, which creates a study to determine the best methods for recruiting and retaining minority teachers in Colorado. Representative Fields discussed the percentage of minority teachers in Colorado and the gap between the percentage of minority students and the percentage of minority teachers. Representative Fields discussed the reasons she introduced the bill. Representative Pabon explained the need to address this gap and to study best practices in recruiting and retaining minority teachers. Representatives Fields and Pabon responded to questions from the committee. Committee discussion ensued.
