Bryan Jameson, representing the Department of Regulatory Agencies (DORA), provided a summary of the sunset review process. Mr. Jameson introduced and discussed the 2013 Sunset Review: Colorado Fire Suppression Registration and Inspection Program (Attachment A). The draft bill was distributed to the committee (Attachment B). He specifically addressed the mandatory regulations of the industry and contractors.

The committee asked questions regarding consumer protection and the certification of contractors.

Mr. Jameson introduced and discussed the DORA recommendations: recommendation 1, to continue the Fire Suppression Registration and Inspection Program for five years, or until 2019; and recommendation 2, to create a new registration category for residential fire suppression system contractors. He discussed consumer protection and safety.

The committee discussed inspection qualifications and concerns regarding incomplete data to support a new registration category and its relation to public safety. Mr. Jameson discussed the creation of a new registration category related to complaints and discipline.

Eric Gleason, representing the National Fire Sprinkler Association, spoke in support of the draft bill. He discussed the importance for regulating fire suppression systems and inspections.

Representative Fields asked how a new registration category for residential fire suppression system contractors will impact the industry.

Paul Cooke, Director of the Colorado Division of Fire Prevention and Control, spoke in support of the draft bill. He discussed the impact of life safety programs and the importance of regulation to reduce the impact of fires. Director Cooke discussed the lack of data on complaints against contractors and the current process for discipline.

The committee discussed the extension of the program to 2019.
