Representative Tyler, chair, called the meeting to order. A quorum was present. Representatives Primavera and Scott, prime sponsors, presented House Bill 14-1326. This bill makes changes to three areas of tax policy affecting low-emission and alternative fuel vehicles. It creates a new income tax credit, reduces the number of vehicles eligible to claim an existing sales and use tax exemption, and reduces the taxable value of certain vehicles for the purpose of calculating the specific ownership tax. Representative Primavera discussed the provisions of the bill. Representative Scott commented on the impetus behind the bill and gave an overview of natural gas use in Colorado. He commented on tax code and the fiscal note for the bill. A handout was distributed to the committee (Attachment A).

He commented on incentives under the bill. Representative Lee asked about other states that have similar legislation and if they have successfully achieved the goals set forth in this bill.
