Representative Hamner, Chair, welcomed the audience and committee members. She discussed House Bill 14-1139, which would change the way the Department of Education (CDE) counts students, from a single count-day to an Average Daily Membership (ADM) system.

Representative Priola, sponsor, distributed a handout (Attachment A) and Amendment L.001 (Attachment B). Representative Priola explained the provisions of Amendment L.001 (Attachment B). He explained when the data will be pulled and how ADM will be calculated.

Representative Young and Representative Wilson, co-sponsors, reminded committee members that House Bill 14-1382 overhauls existing legislation on online schools. Representative Young explained the provisions of Amendment L.003, a strike-below amendment (Attachment C). He reminded committee members of the task force recommendations discussed during witness testimony at a previous meeting. He discussed adding the word "teacher" back into statute and the individual recommendations present in the amendment. He discussed authorizers, and the amendment's provisions to create a new task force to recommend the best way to move the Department of Education (CDE) from authorizing schools to authorizing authorizers.

Representative May, sponsor, introduced Senate Bill 14-168, which allows the Colorado School for the Deaf and Blind to set its own salary schedule, whereas under current law its salaries are based on those of District 11.

She discussed the history of the institution, and the difficulty she faces in recruiting and retaining qualified faculty members. Ms. Hilty responded to questions from the committee.

Representative Buckner, co-sponsor, introduced House Bil l4-1376, which requires the Department of Education (CDE) to create a report for each school which analyzes which students are placed in differentiated courses, and how the students in those courses perform on standardized tests. He discussed the needs of students, and the goal of having schools and districts be more aware of disparities in placement and achievement. He explained that the bill does not mandate what districts should do to close the achievement gap, but does require that they take the information into account. Representative Buckner responded to questions from the committee.

Representative Moreno, co-sponsor, added his comments about the bill. He discussed his experience as a student at a school where more remedial classes were offered than honors classes. He described the socio-economics of his district, and why students at lower socio-economic levels have fewer high-level classes available to them.

Jill Hawley responded to questions from the committee regarding information currently collected by the department. She explained that the department is currently collecting its first year of course-level data, and that the bill asks the department to connect course-level data with student proficiency. Sonia Riggs, Chief Operating Officer of the Colorado Restaurant Association, testified in support of the bill. She discussed the size of her organization and gave statistical information about its members. She discussed the importance of hospitality education programs to the industry and their format and structure. She explained that these programs provide on-the-job experience to students.

Rodney Woodward, a culinary instructor at Adams City High School Career & Technical Education (CTE), testified in support of the bill. He told stories of students' successes after completing his program in finding work and continuing their education. He discussed his efforts to promote his students' studies in areas other than CTE. Mr. Woodward responded to questions from the committee.

Bob Sabina, Area Director for Chili's Restaurants, testified in support of the bill. He described his involvement and his son's in a local hospitality education program. Mr. Sabina responded to questions from the committee.

Amber Harrison, a student at Standley Lake High School, testified in support of the bill. She described her experiences in her school's hospitality education program, ProStart. She described the opportunities the program has given her, and shared her career plans in the hospitality industry. Ms. Harrison responded to questions from the committee.

Mary Mino, President of the Colorado Restaurant Association Education Foundation, testified in support of the bill. She described the ProStart program, and scholarships received by students. She discussed the nature of the students who come through the program. Ms. Mino responded to questions from the committee.
