Representatives Coram and Williams, co-prime sponsors, presented Senate Bill 14-060. The reengrossed bill authorizes the Colorado Department of Transportation (CDOT) to certify public and private entities in flagperson training. In addition, the bill requires flagpersons, with the exception of law enforcement personnel, to wear high-visibility clothing, use a prescribed device while directing traffic, and abide by CDOT's manuals for traffic control. The sponsors discussed why the bill is necessary and emphasized the need for safety.
