Representative Gardner and Representative Fields presented House Bill 14-1380. The bill makes changes to the Colorado Coroners Standards and Training Board (board) within the Colorado Department of Public Health and Environment (CDPHE). Specifically, the bill:

requires that the chairperson of the board be either a coroner or forensic pathologist;
authorizes the executive director of CDPHE to expend gifts, grants, and donations that the board receives in order to cover the costs of operating the board;
requires that staff of the CDPHE perform administrative duties to assist and support the operation of the board;
requires that the Attorney General serve as legal advisor to the board;
requires that a deputy or assistant Attorney General, as chosen by the Attorney General, attend each meeting of the board, as requested;
increases the number of hours required for coroners in-service training from 16 hours to 20 hours per year; and
require that each county coroner, or his or her designee, create a policy for the training of deputy coroners and make the policy available to the public.

Representative Gardner responded to questions about the duties of the board.

11:05 AM -- Zane Laubhan, representing the Colorado Coroners Association, testified in support of the bill. He stated that bill clarifies the oversight of coroners, increases professionalism, and provides training for deputy coroners. Mr. Laubhan responded to questions about the conferences and trainings for coroners. He discussed his experience as a coroner. Mr. Laubhan responded to questions about the requirements for running for coroner, whether there are annual training requirements for coroners, and who performs autopsies. He discussed death certificates in response to a question.
