Mr. Randall Sinner introduced himself and described his artwork, "38 of 50" (Attachment D). He explained that the work was originally a performance piece in which he stitched rope from the flags of states that permit capital punishment. He suggested that the resulting artwork could be displayed in the Capitol rotunda, and he noted that it is an educational piece.

At Senator Newell's request, Mr. Sinner explained that "38 of 50" has been exhibited in museums. Committee members clarified that parts of the piece had been exhibited at the Kansas State Capitol.

Mr. Patterson and Mr. Sinner discussed the possible timing of such an exhibit. Senator Newell noted that it could be problematic to have the exhibit displayed when the legislature might be discussing the issue of capital punishment.

Mr. Sinner responded to concerns about the neutrality of the artwork. He noted that the piece is toned down by the soft nature of the material. Committee members discussed the political nature of the piece.

Mr. Patterson clarified the proposed display with Mr. Sinner.

At Representative Hullinghorst's request, Mr. Pechota noted that the only appropriate location in the building would likely be the basement rotunda. Ms. Bishop and Mr. Pechota discussed the Creative Capitol exhibits displayed in this space.

Mr. Patterson, Ms. Miklosi, Senator Newell, and committee staff discussed various aspects of the proposal.

Ms. Miklosi recommended that the committee have guidelines for accepting artwork of a political nature. Mr. Pechota noted that the Subcommittee on the Master Plan for the Capitol Art Collection would like to create a mission statement addressing the types of art appropriate for the Capitol building.

Committee members discussed political artwork generally.

Ms. Miklosi and Ms. Green discussed Mr. Sinner's application process.

Representative Hullinghorst expressed support for better guidelines for artists but noted that she was not supportive of the exhibit.
