Representative Ginal presented Senate Bill 14-101. The bill establishes a deceptive trade practice under the Colorado Consumer Protection Act for certified veterinary technicians and veterinary technician specialists who, either orally or in writing, make false statements about their professional qualifications. All certified veterinary technicians and veterinary technician specialists can only use the professional titles for which they possess the necessary educational background, accreditations, and documentation from the appropriate veterinary association.

Juliebeth Pelletier, representing the Colorado Association of Certified Veterinary Technicians, testified in support of the bill. She discussed the self-regulation by veterinary professionals and the need to define certain titles. Ms. Pelletier responded to questions about whether veterinary professionals have considered seeking title protection by the Department of Regulatory Agencies and whether training programs exist for veterinary technician specialists. She responded to questions about the effect of the bill on veterinary jobs, what title veterinary staff would be able to use based on other relevant education and experience, and the cost of the national exam administered by the American Association of Veterinary State Boards. Ms. Pelletier responded to questions about whether a person can currently be held liable if they misrepresent themselves as a certified veterinary technician.
