In addition, he described the background of the bill and the issue of identity theft. Representative Lebsock said that the clerk and recorder do not currently have the authority to redact the first five numbers of an individual's social security number.

Debra Johnsen, Denver County Clerk and Recorder, spoke in favor of the bill. She discussed the process of redacting social security numbers. She said that current documents do not include social security numbers, and that the bill only impacts historic documents. She said that the clerk and recorder cannot alter original documents and discussed the difference between hard copy forms and electronic copies.

Representative Wright asked about the process for an individual to access their documents. Ms. Johnsen said that Denver was the last county to make documents available online, and that documents are also available in archives. She answered questions from the committee on the redaction of social security numbers on the original document. Representative Lebsock said that the bill only affects documents in electronic form.

Donna Davidson, Executive Director of the County Clerks and Recorders, spoke for information purposes. She discussed permitting a county clerk and reorder to redact a copy of the original document. She said that the original will not be altered in order to keep the legal authority of the document intact.

Ms. Johnsen answered questions from the committee regarding the redaction of a deceased individuals information. She discussed the equipment and software used to record documents and the process for redaction.
