Representative Hamner, Chair, welcomed the audience and committee members and discussed the order of events for the meeting. Representative Fields, sponsor, introduced House Bill 14-1131, which establishes cyberbullying as a new crime classification.. She discussed the Amendment L.003 (Attachment A), which makes cyberbullying a class 1 or class 2 misdemeanor, depending on the circumstances. Representative Fields discussed her own experiences with bullying and its consequences. She defined cyberbullying and discussed its effects on minors. Representative Fields responded to questions from the committee.

He explained the need for the program and the bill's intended consequences. He discussed the conditions inside low-performing schools and the benefits of moving highly-effective teachers into those schools. He pointed out that the bill provides for a report on the results of the program. Representative Priola distributed a fact sheet and discussed its contents with the committee (Attachment D). He responded to questions from the committee.

Representative Wilson, sponsor, introduced House Bill 14-1204, which provides flexibility in reporting requirements for successful rural and small school districts. He discussed the need for the bill and introduced Amendment L.001 (Attachment F). He discussed the impact of Title I reporting and the ways in which the bill lessens the requirements for rural and small schools. He discussed the differences between large schools and small schools, charter schools, and school districts. Representative Wilson discussed the similarities between rural schools and charter schools and distributed testimony from Bret Miles (Attachment G), who was unable to attend the meeting.
