Representative Williams called the meeting to order. A quorum was present. Representative Hullinghorst and Representative DelGrosso presented Senate Bill 14-217, concerning methods to promote transparency in connection with public disclosure by lobbyists. The bill clarifies definitions and processes relating to the regulation of lobbyists and disclosures required under law. Specifically, the bill:

adds a definition of "client" in place of the term "principal" in statute;
specifies that a single monthly disclosure may be filed by a professional lobbyist who acts as a single-person lobbyist firm on behalf of the lobbyist and the firm;
requires the annual disclosure by both a subcontracted lobbyist and the professional lobbyist employing the subcontractor to list the income received or provided through the subcontracted business;
requires a lobbyist to update his or her registration within 24 hours if he or she agrees to lobby for a client or another lobbyist on a subcontract basis who is not disclosed in the original registration statement;
clarifies that lobbyists who are attorneys have the same disclosure requirements as other lobbyists; and
requires a professional lobbyist's registration to list any other lobbyist for who he or she works on a subcontract basis.

Representative Tyler presented Senate Bill 14-202, concerning modifications to the requirements applicable to the school energy loan program. The bill modifies the Renewable Energy and Energy Efficiency for Schools (REEES) loan program administered by the Colorado Energy Office (CEO). Specifically, for renewable energy projects, the bill increases the availability of funds for applicant school districts by:

∙ allowing school districts to obtain renewable energy through third-party ownership of energy generation facilities or participation in community solar gardens;
∙ expanding project certification requirements to include not only the federal "energy star" certification but also the state standards for energy-efficient school buildings; and
∙ lowering the interest rate of loans to equal, rather than exceed the average book yield earned by the Public School Fund in the previous quarter.

In addition, the amended bill expands the REEES loan program to allow loans for a variety of energy efficiency projects. The bill defines energy efficiency projects as projects that result in more efficient use of energy or resources, including:

∙ installing equipment or infrastructure that help defray energy costs;
∙ improving the energy efficiency of a building by addressing lighting issues, adding insulation, or incorporation of solar thermal technologies;
∙ reducing water usage or consumption; and
∙ improving the energy efficiency of motor vehicle fleets.
