Representative Primavera came to the table to present House Bill 14-1029. She explained that the bill repeals and reenacts the laws governing reserved parking for persons with disabilities and makes clarifying changes to the program. Representative Primavera outlined these changes.

Mark Simon, representing himself, spoke in favor of the bill. He stated that the bill also increases the fine for parking in front of a wheelchair access space to align with the fine for parking in a disabled parking space. He made some comments on the fiscal costs of the bill.

Chris Hinds, representing himself, spoke in favor of the bill. Mr. Hinds provided some personal stories as to why assigned parking spaces for persons with a disability are important and should be protected.

Jim Sack, representing the United Veterans Committee of Colorado (UVC), spoke in favor of the bill. Mr. Sack stated that the UVC was in support of the bill.

Tony Anderson, representing the Department of Revenue's Division of Motor Vehicles came to the table for questions. He addressed committee inquiries on the balance of the License Plate Cash Fund and how funds are transferred to and from the fund.
