Representative May presented Senate Bill 14-099. The bill allows the Physical Therapy Board in the Department of Regulatory Agencies to issue a provisional physical therapy license to applicants who submit an application, pay the required fee, and successfully complete a qualified physical therapy program. Persons holding a provisional license may only practice under the supervision of a physical therapist actively licensed in Colorado. Provisional physical therapy licenses may only be issued one time and are valid for no more than 120 days. The bill adds failure to adequately supervise a person with a provisional license to the grounds for disciplinary action for licensed physical therapists.

Dr. Mary Jane Rapport, representing the University of Colorado Physical Therapy Program, testified in support of the bill. She discussed allowing provisional licenses for physical therapists. She stated that physical therapy licensing exams are only offered four times a year and that other states provide temporary or provisional licenses. She discussed the benefits of the bill. Dr. Rapport responded to questions about why the testing was changed from continuous testing to quarterly testing, how the testing is conducted, and whether fixed day testing is more cost effective.

Dr. Barbara Tschoepe, representing the Regis University School of Physical Therapy, testified in support of the bill. She discussed the financial impact of delayed testing on students and how the bill will help address workforce shortage issues. She stated that the provisional license would only be for new graduates.

Dr. Tschoepe responded to questions about the scope of practice for a physical therapist with a provisional license, the supervision of a physical therapist with a provisional license, and where the testing occurs. Dr. Tschoepe and Dr. Rapport responded to questions about workforce shortages. Representative May discussed the change in the testing. Dr. Tschoepe responded to questions about unlicensed personnel that work in physical therapy practices. Dr. Rapport responded to questions about what happens when a person fails the exam.
