Representative Exum came to the table to present House Bill 14-1221. He explained that the bill continues the Fire Suppression Registration and Inspection Program within the Division of Fire Prevention and Control (DFPC) under the Department of Public Safety until September 1, 2019, and implements the recommendations of the 2013 Sunset Report by the Department of Regulatory Agencies. The bill requires both the creation of a new registration category for residential fire suppression system contractors and a separate set of residential design and installation standards. The fire suppression administrator is required to keep records in a searchable format of all fire suppression working plans and hydraulic calculations for projects identified as containing significant or repeated design or installation deficiencies. Deficiencies identified by a certified local fire suppression inspector must be reported to the administrator. He responded to questions on the types of contractor that are regulated.

Paul Cooke, representing the DFPC, spoke in favor of the bill. He responded to a question on how the fire suppression program works, and explained that this is the third time that the program has been under sunset review. He responded to questions on the fiscal impact of the bill, how the program is cash funded, whether the bill increases the pool of people who will be regulated under the program, how inspections are regulated, and whether discussion of the mandating of the installation of fire suppression systems occurred during the drafting of the bill. Mr. Cooke stated that the division is looking for a continuation of funding and not additional funding.

Representative Ginal came to the table to present House Bill 14-1227. She stated that the bill continues the State Board of Dental Examiners (board) until September 1, 2023, renames the board as the Colorado Dental Board, and implements the recommendations of the board's sunset review and report. She added that Colorado is currently the only state without continuing education requirements for dentists, which the bill aims to change, and outlined other technical changes of the bill. She responded to questions on the quality of dentistry in the state, the necessity of additional regulation of the industry, and the sunset date of the bill.

Dave DeNovellis, Legislative Council Staff, came to the table to answer a question on the fee increases listed in the fiscal note for the bill. Committee discussion of continuing education requirements for dentists ensued. Mr. DeNovellis responded to further questions on the bill's fiscal note.

Representative Becker came to the table and presented House Bill 14-1180, explaining that the bill continues the regulation of outfitters until September 1, 2025, and implements the recommendations of the Department of Regulatory Agencies (DORA) sunset review on the outfitter registration program. Generally, outfitters provide consumers with guiding services for hunting and fishing trips. Representative Becker described the changes to the regulation of outfitters. She added that hunting and fishing outfitters are a large and important contributor to the Colorado economy, and responded to questions on the need for regulation of the outfitters industry, and who enforces the regulation of the industry.

Saul Larsen, DORA, came to the table to speak to DORA's regulation of the hunting and fishing outfitters industry. Committee discussion of the regulation of outfitters ensued. Mr. Larsen responded to questions on the bonding of licensed outfitters, and how outfitters are regulated.
